Apakah syarat bawa emas ke luar negara dari segi kuantiti dan requirement kastam?
Membawa emas keluar dari Malaysia, sama ada dalam bentuk jongkong, dinar, barang kemas, atau bentuk fizikal lain, tertakluk kepada peraturan yang ditetapkan oleh pihak kastam dan peraturan kawalan mata wang oleh Bank Negara Malaysia.
Berikut adalah syarat dan keperluan utama dari segi kuantiti serta prosedur kastam:
1. Kuantiti Emas yang Boleh Dibawa Keluar
- Tiada had spesifik untuk jumlah emas fizikal yang boleh dibawa keluar dari Malaysia, namun, peraturan kastam dan undang-undang mengenai pelaporan tetap perlu dipatuhi.
- Jika jumlah keseluruhan emas dan wang tunai melebihi RM30,000 atau setara dengan USD10,000, kita wajib mengisytiharkan kepada pihak kastam.
2. Keperluan Kastam
- Pengisytiharan Kastam: Jika membawa emas melebihi nilai yang ditetapkan (RM30,000 atau USD10,000), kita wajib mengisi Borang Kastam No. 22 (Borang Pengisytiharan Wang dan Instrumen Pembayaran) di lapangan terbang atau pintu keluar negara.
- Pengisytiharan kepada Bank Negara Malaysia: Selain daripada kastam, kita juga mungkin perlu melaporkan kepada Bank Negara jika membawa emas dalam kuantiti yang besar, terutamanya jika emas tersebut melebihi had yang memerlukan pelaporan berdasarkan Akta Kawalan Pertukaran Wang.
3. Dokumen Sokongan
- Resit Pembelian Emas: Jika emas yang dibawa keluar adalah dalam kuantiti besar atau dalam bentuk jongkong dan dinar, adalah baik untuk menyimpan resit pembelian atau dokumen yang membuktikan pemilikan yang sah. Ini bagi mengelakkan masalah di negara destinasi atau semasa pemeriksaan kastam.
- Dokumen Sokongan Lain: Sekiranya ada had kuantiti emas di negara yang dituju, pastikan kita menyemak undang-undang negara tersebut dan membawa dokumen sokongan yang relevan.
4. Peraturan Negara Lain
- Peraturan membawa emas keluar dan masuk ke negara lain berbeza-beza. Ada negara yang mempunyai had ketat terhadap jumlah emas yang boleh dibawa masuk atau keluar, jadi kita harus menyemak peraturan kastam negara destinasi sebelum membawa emas ke luar negara.
5. Risiko dan Langkah Keselamatan
- Membawa emas dalam jumlah besar boleh meningkatkan risiko keselamatan. Pastikan kita mengambil langkah berjaga-jaga seperti menggunakan safe deposit di negara destinasi atau menggunakan khidmat syarikat penghantaran emas profesional.

Thailand

Bringing gold into Thailand
There isn’t much information about the gold limit for Thailand customs, but you should declare any foreign currency you bring into or take out of Thailand that exceeds $20,000 or its equivalent.
Indonesia
Lebih USD500 perlu declare
Saudi Arabia
Lebih Saudi Riyal 60,000 perlu declare.
As per Saudi Customs rules and regulations, all passengers traveling from/to Saudi Arabia carrying cash or jewelry or Bearer-Negotiable Instruments (BNI’s) worth 60,000
SAR or more, must fill a declaration form and hand it to the Customs officer at the airports.
Korea

Japan

2. Gold bullion (not less than 90% purity) exceeding 1 kg.
Australia
AUD1,000 perlu declare termasuk barang kemas.
The Australian Border Force may direct an importer or exporter to complete the AUSTRAC Cross-Border
Movement of Monetary Instruments (Sending/Received $10,000 or more) if:
- the consignment consists of precious metal coins classified as legal tender, and
- the combined value of the consignment (including all physical currencies and BNIs) exceeds AUD10,000.
New Zealand
Lebih NZD 10,000 perlu declare.

Border Cash Report
You are required to complete a Border Cash Report if you carry NZ$10,000 or more cash (or foreign equivalent) into or out of New Zealand.
Prohibition on import of gold of Russian origin

Kanada

Any time you enter or leave Canada, you must declare any money or monetary instruments, such as stocks, bond or cheques that you are carrying valued at $10,000 or more.
India

No customs duty for quantities under 20 grams, 3% customs duty for quantities between 20-100 grams, and 10% customs duty for quantities over 1 kilogram

6% customs duty for quantities between 100-200 grams, and 10% customs duty for quantities over 200 grams
UAE
Lebih AED60,000 perlu declare.
Passengers travelling out of or entering the UAE with more than AED 60,000 in cash or an amount equivalent to this in other currencies, financial instruments, precious metals or valuable stones, must declare it to Federal Authority for Identity, Citizenship, Customs & Ports Security_(ICP).
Qatar
Lebih 50,000 Qatari Riyal baru declare.
A declaration submitted by a natural or legal person who enters or leaves the state’s territories and possesses negotiable currencies or financial instruments for the bearer, precious metals or precious stones equal to or more than (50,000) Qatari riyals or their equivalent in foreign currencies. He must fill in the Declaration Form, and any other additional information required by the customs officer must also be provided.
Negara negara Europe
Lebih €10,000 perlu declare!
Gold coins with a gold content of at least 90 %,
Gold bars, nuggets or clumps with a gold content of at least 99.5 %.
2) Customs authorities may also now request that a cash disclosure declaration be lodged when they detect EUR 10 000 or more in cash (as included in the new definition), being sent by post, freight or courier (unaccompanied cash).
United States
– Lebih $10,000 perlu declare,
– Emas yang berasal atau dibawa dari Cuba, Sudan dan Iran adalah dilarang.
Regulations for importing bullion, gold coins, and medals into the United States
Gold coins, medals, and bullion may be brought into the U.S. However, under regulations administered by the Office of Foreign Assets Control, such items originating in or brought from, Cuba, Iran, and Sudan* are prohibited entry. Copies of gold coins are prohibited if not properly marked by the country of issuance. The importation of counterfeit coins is prohibited. There is no duty on gold coins, medals or bullion but these items must be declared to a Customs and Border Protection (CBP) Officer. Please note a FINCEN 105 form must be completed at the time of entry for monetary instruments over $10,000. This includes currency, ie. gold coins, valued over $10,000.
Republic of China
Berat 50gram ke atas dah kena declare.
There is no limit to the amount of gold that can be brought into China, but travelers must declare the amount to customs. Travelers can bring up to 50 grams of gold in the form of jewelry or other personal items without declaring it to customs. Any gold in excess of this amount must be declared, and import duties may apply.
Kesimpulan:
Kita boleh membawa emas keluar dari Malaysia, tetapi jika nilai emas dan wang tunai yang dibawa melebihi RM30,000, pengisytiharan kepada pihak kastam adalah wajib. Dokumen sokongan seperti resit pembelian emas mungkin diperlukan untuk mengelakkan masalah di negara destinasi. Pastikan untuk menyemak juga peraturan kastam di negara yang dituju sebelum membawa emas ke luar negara.
